Id take bits from various kits that fit the weapon, chop at hand and fit them out to 30k armour marks.

Ant Terminator librarian will be suitable. There's also Chief Librarian Tigurius, who's in mark 6 armour. Alternatively, use a Grey Knight as the base for a conversion. The actual plastic Librarian is in mark 7 armour, so you'd need to convert the legs to make it suitable.

Cut the psychic hood off a grey knight and glue to the plastic calth Chaplin. I also like to Head swap the helmet for a bare grey knight head. The Grey knight kit even gives a force sword if you don't want a force mace.
