When looking at points cost, I see that battalion warscrolls have a point value attached to them, usually a small one, about 40-60 points. What are these points for? Do they unlock the battalion abilities?

That is the points cost of the battalion itself. In order to field that battalion, you have to pay points for it just like the rest of your army.
Basically, you don't get the extra rules for free. So if you want to field a particular battalion in your army for a Matched Play game, you have to spend the points on the units AND the battalion they are a part of.
So this is what your army would look like, for example:
Battalion: 50 points
Unit A: 150 points
Unit B: 150 points
Unit C: 250 points
Total: 600 points

Yes. They're effectively the price of the bonuses conferred by the battalion.
As an example, you could take four units of spite revenants for the cost of four units of spite revenants. In addition to that, you could take them as an outcasts battalion for the additional cost of that battalion.
You could go on to run that outcasts battalion as the core of a deadwood battalion for the additional cost of that battalion.

So, if I have a unit that is part of multiple battalions, as long as I pay for the battalion benefits, could they count towards the required units of both?

Units can't belong to multiple battalions, unless it is a battalion made up of battalions.

Yes. To play the Battalion, you must have at least the minimum model and unit requirement, and pay all requisite points for Matched Play games.
Certain Battalions can be made up of multiple Battalions, but you have to meet all the requirements listed.
