Just trying to wrap my head around how they all come together.

So if I take a CAD of 1 HQ and 2 troops. Can I also take for example the heralds anarchic formation?

Or is the only way to access those formations by taking the decurian associated with it?

I did try to Google this but there were so many different questions about formations and CADs that I couldn't see the forest through the trees.

Well I don't think so, such in the case of Necrons for example.

Those options are listed as Core, Aux, Command choices, they don't appear to be listed as actual detachments from how I am reading it. So the only other choice there would be CAD/Allied attachments

Yes.

They are core choices for a "Decurion" but they are themselves a formation.

You can take formations on there own, outside if the Decurion as long as they are an actual formation with a datasheet.

It depends on whether or not they exist as a separate formation. Many decurion auxiliary and command choices exist only in their respective detachments. Formations can be identified by a 3 skull symbol in the top left of their page, if they have one. Auxiliariy "formations" only list the units you can take in the detachment page and don't have an entry of their own and so can't be chosen without the decurion.
IIRC the heralds anarchic is a proper formation and can be taken with a CAD. That doesn't make it part of the CAD though. You take it along side a CAD as its own thing.
