I've been tempted to start a new 40k army for a few weeks, either an all-Scout marine army or Harlequins. However with 8th edition on its way should I wait? Or should I crack on now and hope that the reasons these armies appeal to me now still apply when 8th edition comes out?

up to you, harlies in particular are fun to paint and take a long time to do right. Scouts are also quite good and both can be use din shadow wars. as for choosing which to do I would ask which can be allied in to your current armies best and hope there are still allies in 8th.

Side note on the scout front while it might be cool I think the harlies would be funner to play. future space marines vs space elf clown ninja clown thespian librarians.

Thanks buddy. My query was more around whether I should start a new army this close to 8th edition coming out, rather than which army I should choose.

Sure, start a new army whenever you want. No one knows how it will stack against other armies quite yet, but as long as that's not a big deal to you then go for it. However, do NOT buy any codices or rules books. Just buy some models that you like and take your time getting them all pretty for the tabletop until the new edition comes out.

Indeed. The models aren't going away, the old(ish) rules are.

If you like a scout force, start one, build it, paint it. Same for the Harlequins. Heck, I am currently on a roll with my Tyranids, of which I found several boxes in the basement as a project I once started to complement the older models (I still have twelve of those old, spindly Tyranid Warriors that only had like Rending Claws and either two Boneswords or a Deathspitter, and somebody once just gave me the miniature contents of more than ona and a half box ol 1st edition Space Hulk, so I have plenty basic Rending Claws monopose Genestealers). Notbecause they are ever so good in this edition, not because I would claim they will be viable again in the next. I just like the models, and have found both time and motivation to collect, build and paint them.

Based on what you're saying I would wait.

You don't know what formations will be viable. Anything new you buy, I would plan on being viable in a generic CAD. Truth is we have no indication that formations will be around in a similar fashion, in 8th edition.

Well as a troops choice they might fill the same "formation hole" as a TAC squad, but we don't know that for absolute certain.

You also don't know how infiltrate and scout will work, and frankly if they will be in the game in the same capacity.

I would wait on buying a lot of scouts.
