I really want to use one, and they look good on paper to me. Are they worth taking in a Free People's army?

The Steam Tank rates as a B+ in offense and an A in defense but an F in efficiency for both.
That means that as a model without points considered it does more damage than a good chunk of the models in the game and can absorb a lot of damage compared to most of the models in the game, but for its point cost it pays a bit more than it should for that.

I have been playing with one in my army for over a year and the answer is...
No.
But the model is fantastic so you should buy one anyway! Just don't ever count on it to do anything.

Hey guys, thanks for the quick replies. I'll probably get one anyway as it is a glorious mini, as you said bottle.
Thanks again

You know why you should get the steam tank?
The tank commander (guy poking his head out of the turret hatch) can be placed on a base... He also has a monocle and sweet mustache so you can use him as a freeguild general... just switch heads and you'll be lead by a man with style!

Hell yes, what an utter sir!
Also, another quick question: can a general carry a War Banner and not have to replace any weapons? And does carrying the lance stop you from equipping the shield? The pistol says it replaces the shield in the description, as if he can always have it but would just replace it if you have the sigmarite sword? Sorry if this is a noob question haha

Carrying a war banner won't stop you from having a sword or anything... though it would need a bit of kitbashing since your options would be the mace, the pistol, and the dagger, which is where you put the shield.
Unless stated there's nothing of stopping you from strapping a shield with your lance... How else are you going to joust in the name of Sigmar?

Isn't the grim reaper looking thing you get with the general kit the war standard? Or is that something else?
Also I wasn't sure as the description says: "Some Generals favour the heft of a Two-handed weapon in battle, but others prefer a magical single-handed Sigmarite weapon which they can wield alongside a Freeguild Shield. If riding to war, a General may instead slay his foes with a Freeguild Lance."
The way it says, "instead," after specifying Sword and Shield, made me think the sword and shield was a loadout and a lance by itself was a loadout. Is it just badly worded/I'm reading it wrong?
