I was wondering if any of the GW transfer sheets have tiny Imperial Aquila symbols that are small enough to fit upon the arm of a guardsman? The idea would be that the transfer would go on something like a Catachan's bare arm or these to serve as a tattoo on the soldier. Is there anything that will fit the bill?

On the regular Guardsman infantry sheet, there are a bunch of tiny aquilas that are meant for the shoulder pads. If you were really clever, you could possibly make a tattoo out of them.
