I've looked through the rules leak but I can't find any rules preventing units from charging flyers or restricting which units can charge flyers.

Have I missed it somewhere or can foot troops now jump into the air and hack at jet aircraft as they zoom past?

The fliers themselves have that restriction: can only fight or be fought by units with the Fly keyword.

Means Assault Marines can powerfist planes, which is fun.

Here are the rules for the two Necron flyers. Looks like they can only be charged/piled into by flying things.

That explains why I couldn't find anything then as I only looked at the Rules, and the Chaos and Tyranids Indexes, and neither the Heldrake or any of the flying Tyranids are true flyers.

On a related note looking at the Stormraven for example nothing indicates it needs to Hover before you disembark models? Is that right, it can keeps zooming about and you just hop off whenever you feel like it?

Well, Stormravens had that ability in 7th, too.

Yes, although it must be at he start of the movement phase. Can't do the grav insertion thing of jumping out somewhere along the path.

Still good. Fly there, be hard to hit, next turn dump troops who can't move but can shoot and charge, then either hover or pivot 90 and fly off.

Also they can start on the board, so no wasted turn or stupid reserve rolls.

I'm thinking of picking up a Storm Eagle and sticking 19x Berzerkers and Kharn in it, just for fun.

I didn't want to shell out without knowing how flyers worked though.

Have you seen its special rules, yet? Normally that wasn't allowed in the first place, so it required a rule unique to those Transports in order to happen.

Valkyries can disembark along the flight path, and the unit can have a normal turn too. I haven't seen another flier with the same rule yet, but I haven't checked them all.
