So the rules in the Index says various chapters who are successors to those with special characters can't take them.

Someone explained elsewhere that simply means if you take Black Templars or Flesh tearers you can't take Mephiston or Kantor and give the army benefits.

My question though is this....what if you decide to paint an army up with a different scheme and use Black Templar rules, can you still use Helbrecht etc? It's not a successor but a count's as army, which in the previous editions was fine.

Counts-as is fine. If you had the "black templars" keyword, they would effectively be templars. Novamarines don't get Bob G unless they use the Ultramarines keyword and effectively become Ultramarines. Flesh tearers cannot take Dante.

Right now this seems a little arbitrary, but I suspect when more codexes are released it will make sense.

All of that works of Keywords and has nothing to do with painting. So you can have pink Ultramarines with Keyword Ultramarines and call them Sparkle Knights if you want.

As long as you are explicitly clear that you are taking the <Black Templar> chapter keyword, then feel free to paint them however you want, since unlike WHFB rules have no bearing on paintjob.

My custom successor chapter, Sentinels of Ultramar, will use the Ultramarine keyword, as they are an Ultramarine successor chapter. They obviously don't have their own characters and rules since I created them myself, so I see no issue in using the <Ultramarine> keyword for them.

Alpharius? Never heard of him.

Actually, paint is a requirement of Open Play. "All you need to play an open play game are your painted miniatures..." (BRB 188).
