I can't seem to find any source material that explains whether or not black legion uses cultists.
So how common are mere mortals amongst the ranks of abaddon's legions?

But really traitor guard and cultist don't tend to get mentioned a lot in Spezmarines stories (traitor or otherwise)

Well, the Eye of Terror and the Maelstrom have been repeated stated to possess almost endless numbers of pirate fleets, scattered warbands, warlord empires, etc. Every Black Crusade has been accompanied by a sizeable human auxiliary force.
I think it can be safely assumed that the BL make good use of cultist and renegades.

Many in-universe sources would likely omit the cultists and renegades as well, when you have large amounts of traitor marines operating. It's one thing to talk about traitor guard (Dan Abnett's Blood Pact and other assorted renegades, the ones from Ice Guard etc.), where they are separate forces.
But gak has gotten real when armies of chaos marines are attacking, and they (and daemons) are the significantly largest threat, so in the short texts we get, traitor cultists, guardsmen and mutants are often omitted.

I know its Word Bearers but the Dark Apostle books have a lot of cultist running around in them if you just want to read about how the Chaos Marines treat their loyal human followers.
SPOILER: Not very good.

Well, you had me curious so I went and looked up the known forces listed in the new rulebook, and none of the cultist forces were Black Legion necessarily.... We've got Nurgle, Khorne, Slaaneshi, and Tzeentch cults named. But on pg 161 of the BRB does have the best little blurb I've read in a long time.
"The Damned
As befits Abaddon's cruelty and meticulous planning, thirteen massive transports of combat-drugged mutants, wretches, zombies and Chaos Spawn were crash-landed into the ruined city of Kasr Kharkovan, ensuring that many of the final assaults were performed by the least storied among his armies."
So i guess we know what he uses them for!
Extra wierdness is that I just brought a list of nothing but Spawn, Mutants, Cultists, and Zombies to my last Chaos Game....

Even in readingthe recent Fall of Cadia stuff they describe the waves of cultists getting blown apart by the guard bombardment, yet still throwing themselves at the defenders all the same.
