Is this list fully legal or have I mislabeled anything? I do not own the rulebook yet, I'm just building lists as I've just recently started getting into 40k on the table (I started as a skaven player seventeen years ago took a long break). I loved the IG fluff after playing DoW: Winter Assault, but just started collecting minis this year and won't be able to really play for another year with work in the way. Just want to get an idea of what I want to buy. Thanks for your time and critique as this is my first list that I've actually built in 40k and can't wait to actually freakin' play!

HQ (99)
Company Commander + boltgun
Company Commander + plasma pistol/chainsword
Company Commander + boltgun

Troops (306)
32 man squad of Conscripts
32 man squad of Conscripts
10 Man Reg Infantry with 1 plasma
10 Man Reg Infantry with lascannon and 1 plasma

Elites (462)
3x Commissar
3x Priests
6 man Special Weapons + 3 flamers
3 Bullgryn w/ power maul (I don't understand difference between brute and slab shields, they are free upgrades?)
10 Man Vet Squad +3 Meltas

Heavy Support (93)
3 teams of HWS with Heavy Bolters
3 teams of HWS with autocannons

Fast Attack (104)
2x Scout Sentinels both with heavy flamers.

Dedicated transport (112)
Taurox Prime with Gatling Cannon, 2x autocannon and heavy stubber

Flyer (324)
2x Valkyries with multilaser, 2x multi rocket pods

I believe it comes to 1500 points exactly!
The two valkyries would be filled with my BBQ special weapons squad with flamers and a company commander, the other one with my tank hunter veterans. I'm not sure if I should put the 10 man lasplas infantry squad in the Taurox Prime or my Bullgryns with a Priest. The Priests, Commissars and the other two Company Commander would back up the rest of my infantry and Heavy Weapon Squads. The Sentinels would be there for possibly linebreaker, distraction or scoring lucky kills. Again I have yet to play 40k in reality just trying to get an idea of the type of list that I would enjoy playing. Would also love to fit ratlings in and try out the sniper rifles in 8th edition and have a dedicated independent character killing squad. Also I think I forgot to include vox-casters so may have to tweak a bit more.

The fluff behind my army is that it was a regiment of Guard where half the Army went traitor and now they are back in the glory of the Emperor. The conscripts would be a Penal Guard conversion and the regular guys are in full dress (blue, white and gold) as this is the first time that they've been allowed off the prison planet to campaign rather than as glorified prison guards or prisoners and are out in all their glory. So plenty of commissars, plenty of commanders and plenty of priests to keep all the flashlights pointed at the Emperor's enemies.

Hey whats up, first time playing Warhammer 40k from Warhammer? Congrats! (Ill assume you know the rules, but not limbo even though much is the same in Warhammer Sigmar)

So, Bullgryns: The Bruteshield is a 4++ also known as a 4 Plus Invulnerable Save while a Slabshield is a 2+ save. So if you run 6 ManBullgryns 3 Slab to 3 Brute.
In your three-man Squad a 2 Slabshields to 1 Bruteshield will be the best performer. Also Bullgryns can't ride in Valkyries or their Variants.

So, Taurox Prime: Only Militarum Tempestus Keyword Characters and Commisars can board a Prime. As they are speccial APC for the subdivision. So sadly your units can't board it unless they have the <Militarum Tempestus> or <Official Prefectus> Keywords. They can however can use a Taurox Regular.

Other than that, yes your list is legal, it fits into something called a Battalion Detachment. Which yields 3 command points and another 3 for being this thing called Battleforged. Giving you a total of 6 Command Points. So, if you are playing Fluffy, then your list is fine. Although you should consider some other units like the FW or Forgeworld Vendetta (I assume you know what Forgeworld is due to Warhammer Sigmar?) It has 6 Lascannons for 230 Points with a 12 Man carrying Capacity. The regular Valkyries are not very good. Although on both variants, when your troops deploy, if you are not in Hover Mode, which is on the datasheet, you roll dice (equivalent to the amount of models) and they are outright slain with no saves allowed. There is also the Vulture, which is........very......very.....very good; and may get you jumped while you are leaving a game lol, but you wont be playing for a year or so you said, so it will likley be "patched" by then.

You seem to be going toward fluffy list building, so I would recommend looking using Cadian Tactics when they come out, and taking Castelan Creed or a cool Conversion of your Prision World MIlititary Commander as your "Leader" to sate the planet!

Also, I hope you havent bought the book yet (Index 2) as they are set (most likely) to change and be outdated by the time you play in a year. I would recomend using Battlescribe and Watching Canhammers Index 2 review on YouTube and taking screenshots for list building untill you are able to play.

Yes, they can, dont listen to kingletterman about that bit, bullgryns can ride in valks, but the cost 3 spaces each, so that it maximum of 4 per valk.
