Can someone give me a basic explanation of soul burst and the tactics used to maximize it?

Soulburst is super flexible.

The basic explanation is any unit (friend or foe) dies within 7 inches of a ynnari infantry or bike unit that unit can take a bonus action. Which is charge, move, shoot, fight or cast psychic. Once per unit per turn.

There's the obvious of shooting twice or moving twice to advance across the board.

But a lot of the other options are situationally good. You can use it to charge regardless of if you have advanced or fallen back that turn. And charge out of sequence so can be used on an opponent's turn to charge a shooting unit that has yet to shoot to tie them up and they are stuck in combat.

You can use it to move in your opponents fight phase and fall back with a unit that has been charged, saving them from being attacked and stranding the charger.

You can use it with yvraine to cast psychic and cast word of the Phoenix letting something else soulburst that wouldn't normally get to from the unit death.

You can use it to hit and run with a hard hitting mobile unit where they move forward, unload a salvo and destroy a unit then full move and advance away from any return fire, hopefully into cover.

Providing they haven't disembarked in the turn you can use it to move a unit into 3" of a transport and embark And relative safety.

It's also a great psychological tool to use against your opponent where it is another thing for them to think about. With soulburst in play they have to be careful about their order of activation and which unit they target when. If they mess it up they expose themselves to soulburst retaliation. And also makes them toss up between removing a problem unit or thinning out another unit so it can't soulburst as effectively.

There are a whole lot of situationally cool and powerful uses for the ability that can really turn the tide of battle. I've played numerous games with ynnari so far and the amount of soulburst that has saved my bacon or turned the tide is getting too numerous to keep count.

Well, in a competitive setting, Soulburst is the way to go for an Eldar player. Its super competitive and as said gives your opponent a headache. She will think twice in what order to activate her units. This is psychological warfare at its best.
