STRATEGIC DISCIPLINE
The same Stratagem cannot be used by the same player more than
once during any single phase. This does not affect Stratagems that are
not used during a phase, such as those used ‘before the battle begins’
or ‘at the end of a battle round’.

GIFTS OF CHAOS
Use this Stratagem before the battle. Your army can
have one extra Artefact of Chaos for 1 CP, or two extra
Artefacts of Chaos for 3 CPs. All of the Artefacts of Chaos
that you include must be different and be given to different
Chaos Space Marine CHARACTERS.

What is preventing me from saving a command point and buying Gifts of Chaos twice?

Nothing right now, but the Space Marine equivalent got FAQ'd immediately to be one use only.

To be clear, it was properly errata'd, rather than a special snowflake FAQ. Since these codexes probably went to print months ago, there was no way to change them in time once they realised the goof.
