I was trying to come up with a 1000pt AM list that is semi-competetive... Any thoughts or critiques?

Looks solid. But if your goal really is 'semi-competitive', I think you've missed the mark some. This is pretty much a smaller version of what won BAO.
I have nothing against running or playing against competitive lists, but at least be honest about it. Like, the only 'inefficient' things you've done is taking extra bodies on the Scion squads, but even that's not THAT inefficient. I have a hard time believing you decided conscripts, plasma scions, basilisks, and mortars made up a fun and fluffy list for ''semi-competitive' store play. Either that or your local store meta is absolutely brutal and I want to play there.

Well, I should say that by semi-competitive, I mean competitive lists played with a friendly spirit and some scotch. I play with all military guys and we tend to lean towards WAAC without the hard feelings attached. Maybe I could tone it down a bit for when I go to hobby shops and stuff. Maybe take out 2 basilisks and some spare scions from the troop choices and put in a Lemon Russ? To water it down a bit?

Oh, yeah in that case this list should be just fine. You've got a solid list all around. It was just when you said semi competitive I figured it was for pickup games at the store.
Honestly, I've been struggling trying to come up with a 'semi competitive' list as Guard for store games. Even tossing in blatant sinks like Sentinels hasnt done much. But I think a lot of that is my local meta having more casual players.

Some Sentinels might be a good idea to water it down a bit. Gives me a chance to check out those Forge World drop troop sentinels.

I like this list and would play against it in a heartbeat with 1000 points of orky goodness.putting a Russ and Sentinells in to bring the list to 1500 would make it solid but not waac for pick up games

For 1500 pts, I would probably increase conscripts to 50 each, and split the two 10 man Scion squads down to just 5 man, but add one for a total of 3 squads (each with 2 plasma guns and a plasma pistol). I'd also throw on 3 Taurox Primes with gatling cannons and volley guns.

Are your main squads of Scions holding the line or dropping in? Because if you're going to hole them up in ruins and hold the line, you might consider HSVGs instead of just straight plasma. 4 S4 AP-2 shots at 24" range is useful against a different target profile than your other weaponry.
Your command squad is your kill team clearly, your basilisk is essentially anti-tank, and your mortars are anti-horde. But you don't have anything in the middle. 16 rerolling 1 S4 Ap-2 shots at 24" is enough to make marines wince. Especially if you're holding still with BS3+.

Interesting thoughts. I hadn't given much thought towards VGs. It would be nice with the BS3+ when not moving. I had been planning on dropping them in, but a change of tactics might be in order. Thanks

Just did the math again and got 1010pts. I'm glad I haven't tried to run this list yet! Ill see about tweaking the conscript numbers. Thanks for the heads up, my man.
