I just put up a topic on terrain rules expansions on reddit, and thought i'd also leave my ideas here as well to gather as much thought and feedback as possible. My intention is to eventually pass these over to GW for consideration, so please feel free to comment and suggest additions/changes or ask questions.
Ruins
INFANTRY, SWARM and DRONE units that are wholly within the terrain piece add 1 to their saving throws against ranged weapons.
All other unit types only gain the benefit to their save if the unit is wholly within the terrain piece and at least 50% obscured from the point of view of the firing unit.
INFANTRY, SWARM and units that can FLY, can move up and down ruin levels without penalty, as long as they remain within coherency at the end of their move. These units are also able to move normally through walls without penalty, due to them being considered to have the necessary equipment/ability to do so.
Woods
All units that are wholly within a WOODS terrain piece add 1 to their saving throws against ranged weapons.
MONSTERS, VEHICLES and units that can FLY only gain the benefit to their save if the unit is wholly within the terrain piece and at least 50% obscured from the point of view of the firing unit. When moving through WOODS, these units half their movement and advance values, rounding up.
TITANTIC and units with the FLYER battlefield role count WOODS as impassable terrain and do not benefit from its cover.
Trenches and Craters
INFANTRY, SWARM and DRONE units that are wholly within the terrain piece add 1 to their saving throws against ranged weapons.
No other unit types gain the benefit of cover whilst within a TRENCH or CRATER.
Barricades and Tank Traps
INFANTRY, SWARM and DRONE units that are wholly within 1” of the BARRICADE or TANK TRAP terrain piece add 1 to their saving throws against ranged weapons, if the terrain piece is between them and the firing unit.
Any VEHICLE that moves over a TANK TRAP reduces its movement by half, rounding up, unless it is TITANIC or can FLY.
Units that charge through a BARRICADE only roll 1d6 instead of 2d6 to determine their charge distance. However, units that end their charge move within 2” of the enemy unit are considered to have made a successful charge. BEASTS and units that can FLY do not suffer this penalty.
Statues and Pillar like structures
INFANTRY, SWARM and DRONE units that are wholly within 1” of the STATUE or PILLAR terrain piece add 1 to their saving throws against ranged weapons, if the terrain piece is between them and the firing unit and they are at least 50% obscured from the firing unit.
Shooting through terrain
When attempting to shoot at a unit that has no models within a RUIN, WOODS or BUILDING terrain piece, but where the unit is at least 50% obscured by a RUIN, WOODS or BUILDING terrain piece (from the point of view of the firing unit), the firing unit suffers a -1 to hit penalty, to a maximum of a 6+ to hit. If the firing unit is wholly within the terrain piece that is proving the obstruction, no penalty is suffered.
Units with the FLYER battlefield role do not gain the benefit of being obscured behind terrain and do not suffer the -1 to hit penalty when shooting at units obscured by terrain.
TITANIC units do not gain the benefit from being obscured by RUINS.
Units that are not wholly within, or outside of, a terrain piece, will not gain either the benefit to their saving throw or apply the -1 to hit penalty.
Shooting without Line of Sight
If a unit shoots at a target they cannot draw line of sight to, the shooting unit suffers a -1 to hit penalty, to a maximum of a 6+ to hit.
