Looking to get into ynnari. I would like to make a list to build to. Comments adjustments or just telling me hey your list blows are all welcome.

There's no real Soulburst synergy in the list which is the biggest problem. The only units I can see that might be getting to Soulburst are the Troupes. Ti optimise your number of soulbursts you ideally want an MSU list with mostly infantry that stick close together and.or rely on taking out a unit in one turn to soulburst and get more turns of shooting or fighting in. Units like Kabalite, Corsairs, Razorwing Flocks and Court of the Archon units are very cheap and very expendable units that act as glass cannons that you want to get shot, so your better units are protected and can soulburst.
The best known Ynnari Deathstar currently has Yvraine sitting with a unit of 10 Dark Reapers in cover while multiple 5-Elf units of Kabalites or Corsairs screen and act as meatshields. It's an extremely potent firebase that is tough to take down and allows the rest of your army to do work.
As much as I love the Yncarne, he is very expensive and a bit too expensive for 2000 points. I would consider maybe bringing Yvraine instead.
You need an extra HQ, a Troupe master is perfect for this as it will buf the Harlequins in your list. I wouldn't take DLs on the Trueborn as they are going to be hitting at -1 pretty much all of the time and the DE have no reliable ways of getting re-rolls to hit with shooting attacks. Every little bit counts. I would actually drop them and a Raider in favour of grabbing a unit of DL Scourges. It costs less,achieves the same thing and you only have to worry about -1 to hit on the turn they Deep Strike in.
I'm going to suggest a list not too wildly different than yours that is a little better in terms of balance and Soulburst optimisation as a starting point. While there are definitely more competative lists out there this should give you some idea as to how to build Ynnari are you are going to be heavy on the Dark Eldar.:

I honestly really wanted to add more Disintegrator Cannons. They are devastating against infantry and you have more than enough DLs. Actually a suggestion as to what to expend towards perhaps is going to be below. Again I'm not going to suggest anything radically different. I'm keeping this Dark Eldar heavy with the Harlequins adding some melee bite:

I hope the suggestions help. It's hard to mess up an Ynnari list but there are ways to play Ynnari that aren't quite getting the Soulburst potential that you need.
