On page 179 of the rule book, in the section about Characters, it states:

"A CHARACTER can only be chosen as a target in the Shooting phase if they are the closest visible enemy unit to the model that is shooting. This does not apply to CHARACTERS with a Wounds characteristic of 10 or more, due to their sheer size."

Since Sammael on Sabelclaw only has 7 wounds has the keyword Character, does this apply to him? Or is there another rule somewhere that supersedes this?

It Does not apply. he has a special rule saying he is always targetable.

Sableclaw has a special rule "sableclaw" - enemy units can target this model in the shooting phase even if it's not the closest model, despite it being a Character.
