If you roll a natural one to hit can it be modified to hit?

A 1 on a to hit roll is always a miss, regardless of modifiers.
It can be re-rolled with some abilities, though.

Opponent said a roll of of one to hit in melee counts as two because of +1 modifier. I said he was wrong - his unit hit on 2+ - so there is no reason to even roll to hit if he was right. I was playing away and he wouldn’t concede the issue.

The rules say unambiguously that a roll of 1 always fails, regardless of modifiers, and it was that way in the previous edition, as well (I can't speak to before). I highly doubt somebody who wasn't brand new to the game didn't know that.

I’m sure he knew. Very disappointing.

The great thing about an 8 page rulebooks is that is not hard to find these things. Next time your sure your opponent is wrong, look it up.

It can still be modified, for the purpose of other effects like gets hot, but it will still miss.
