Rule states - roll a dice each time your Warlord issues an order, on a 4+ that order can "affect" an additional CADIAN unit...

So the question is, is that considered an order?

specifically, does it generate the capacity to issue an additional order via "Laurels of Command" (each time Commander issues an order, on 4+ can issue another order to same unit)
effectively giving you: order, 4+ laurels, 4+ Superior, rinse and repeat, basically as long as units are within 6" you can triple down on orders, per unit (as long as you roll 4+)

or

if it's not an order, then it can bypass the "same order cannot be given to the same unit" FAQ, so in essence, Unit A orders "Fix Bayonets", Rolls a 4+ for Unit B to "Fix Bayonets", then order Unit B to "Fix Bayonets" rolls a 4+ for Unit A to "Fix Bayonets"

I would say no, it's not an additional order. It's still a single order that affects two units. It won't bypass the "no same order" faq because it's still an order.
