You're missing the fact that in matched play you need to set aside reinforcement points to summon stuff. In a 2k game, if you want to summon 200 points of Daemons, you need to keep 200 points in reserve, leaving you only 1800 left for the rest of your army.
In open and narrative play
GW literally don't care about game balance so it's up to you to police that yourself.
