According to their website yes they are, but they do mention that there is a wait for deliveries as he is only running it part time.

As for deliveries to Italy, I can't see why they couldn't, I can deliver INSTAR Paint to Italy no problem

It seems it's not a full-time thing, and they seem to have taken down? their facebook.

However, I did a 'test run' and added something to my cart...Italy IS on the list for locations to ship to.

They do have a 'Contact Us' section, perhaps before ordering try getting in touch with them and ask any questions you may have?

Last I heard, they’re accepting orders and payments, but not fulfilling.

Buyer beware, I guess.
