I see what you are saying and am not saying you are wrong. I am just thinking, as GW writes rules heavily influenced by Lore.
"The book says if a Character with the Daemon Faction keyword is your Warlord, it can generate a Warlord Trait from one of the following tables instead of the Warhammer 40,000 rulebook." Then states "Warlords can only generate Warlord Traits from their own Chaos God."
So Be'lakor is my Warlord, he can choose from this table. He is not designated, so is not restricted to a certain table.
Why would they not have just given him a trait with the rest of the named Characters? My thinking is because he is the best DP and first Daemon Prince. Why not give him a bunch of options, none are ridiculous. It would make sense for his points increase.
