I saw on another thread/forum, someone mentioning that Sewer Rats can only be used in the special missions, because Sewer Rats says that it is used in conjunction with the Reserves special rule, which is only present in the special missions.
After further reading, I think it might function like the other deployment strategems, in that it adds "Reserves" to the game being played.
Is this the case, or did this strategem just become MUCH less useful?

Here is the issue:
Sewer rats are "used in conjunction with the reserves mission special rule" (pg.40 COD)
So that means one of two things:
1) In a normal mission, since City Fight Strategems are part of the Mission Special rules, than by taking Sewer Rats you are taking the Reserves rule autoomatically.
2) You have to have the Reserve Special rule in order to use that Strategem.
I am leaning towards number two as "in conjunction" most likely means that one has to exist in order for the other to exist. Sucks though as I would have prefered number one.

Are we reading the same rule?
"This stratagem is used in conjunction with the Reserves special rule, and allows any friendly Infantry units without a transport vehicle to be held in reserve."
The stratagem allows units to be held in reserve. That's what it does. It works in "conjunction" with the reserves rule because you have to roll to see when your units arrive from reserve.
Lastly, the inaugural battle report in this month's WD with the codex author has them using Sewer Rats in a Gamma level Firewseep (a mission that does not normally use Reserves). I know that Battle Reports are clearly not official and that they often make mistakes all the time in them.
But still, everyone is still going to read that Battle Report and be using Sewer Rats anyway, so regardless of any RAW conclusions you come to the sewers are going to be flowing with blood. . .
