Some more detail would perhaps be useful
When you say 'make' do you mean 'design' or 'manufacture'/'commission'?
for the former, i'd recommend spending 5 hours or so learning Inkscape through a free trial on lynda.com to construct and layer complex shapes in a way that pleases you. It'll be time well spent
For the later, if you've got a vector graphic, then you have 3 options:
1. Laser cutting. Specifically Mylar as that's as fine detail you're going to get . The thinnest i've got mylar cut to without warping was .5mm in a straight line, but that's pushing it. 1mm is more likely.
2. 3d printing. If you're doing shoulder pads or what have you, this is a good option. getting 10~ hours booked on a mid range 3d printer might set you back about 30 dollars for 50 shoulder pads with your emblem on them. you will of course have to learn how to make them first - can't help much there
3. Custom decals. With your design, find a good quality printer to do you a couple a4 sheets of decal for $10~ + shipping
