So, inquiring for thematic reasons - which unit/army has the best vehicles and/or mounted units?
This would be your typical ground vehicles (so no Flyers, but skimmers are good), or Bikes, Jetbikes, and similar stuff.

In this particular case, we're talking unsupported and alone - so it's just spamming this unit/unit type over and over - ie, if it were Space Marine bikes, this would be Bike Squads, plus Captains on bikes and suchlike, but not Scout Bikers. With Leman Russes, it's the Tank Commander, and all the variants that derive off the Russ.

I found the question a little confusing hope this is what your looking for.

Astra Militarism Command Squad with 4 plasma guns, Platoon Officer, Chimera 2 Heavy Flamers, Regiment Armageddon.

Units jump out use Armageddon stratagem to re-roll 1's, Officer uses reroll wound order, squad overcharges plasma. Armageddon rapid fires 18".

Another positive is the Chimera can hold an additional Command squad and Officer.

Not quite - no infantry. Just tanks, bikes and suchlike. So in your case, the Chimera would be valid, but the officer and command squad are not vehicles or bikers, so don't qualify.

So no Predator gunlines and sticking Guilliman behind them, as he can't be taken.
