I am putting together a Ynnari army consisting of two detachments. One of the HQs for the Craftworlds detachment is Yvraine. The HQ for the Drukhari detachment is The Visarch. I know that when it comes to Ynnari, any named Ynnari character can ride in any Craftworlds, Drukhari, or Harlequin transport (as long as they can fit) regardless of what the transport's rules may say about individual factions.

Let's say I include a Drukhari Venom and want to use it as the transport for both Yvraine and The Visarch. They are both part of the same army but in two different detachments. So, is that within or against the rules of transports?

That's perfectly fine. Both have the Ynnead's Will rule, which doesn't care about detachments. The Venom is a DRUKHARI TRANSPORT, thus you can ignore the DRUKHARI restriction for those models. The other restriction is that they must be INFANTRY, which they both are.

To put it even more simply, the only limitations to embarking a unit into a transport are those on the unit's Datasheet. No transport requires embarking units be part of the same detachment.
