Well, your rules are definitely broken.
The state map is completely unfair. Some regions start the game surrounded by multiple attackers, and then you have a faction that starts the game with NY as the only possible attack route.
The deep strike mission is an automatic win for the defender. They get to deploy across the entire table and ensure that no space is more than 9" away from all enemy models, meaning the attacker fails to deep strike anything and then automatically loses due to having no models on the table.
Automatically replenishing armies probably means a lot of back and forth stalemates unless one player is clearly better and/or using a stronger list than everyone else (not fun for anyone) or everyone agrees to gang up on a single region (not fun for that player). If you can win ~50% of your games you can respond to a loss with a win to re-take the state, and because your army is immediately restored the net result is that nothing happened. Expect to play a lot of games for very little progress in the story. And TBH at that point you might as well ditch the campaign rules entirely and just play a bunch of games.
