Not sure what your bits restrictions might be, but if you've got them I'd use some Devastator legs. The up-armoured look would really suit a Techmarine. In fact, up-armoured anything is a good fit, so if you have or can source any mk.III arms to play with, that'd be good.

The hand holding the axe is comically large, I'm afraid and will look silly if it's npt swapped. Where you've tried to scrape away the chaos detail is in need of some serious smoothing, but to be honest I'd go with a regular marine power axe. Again, the Devastator kit is your friend here.

the backpack looks quite nice however i'm planning on making a servo arm out of plasticard and i have been planning on buying some devastators for a while so i will definitely use the legs and axe from there as you have suggested
