Difficult on vehicles, pretty sure it's achievable with a thin wash of seraphim sepia.

You'd need to mix tiny touches of blue into the shadows before going in with a brown to really dirty it up from the looks of it.
For Dark Elves I'd suggest the way to achieve it is with a brown oil paint pin wash and little bits of chipping and weathering. The oil wash means it can go on heavier than a sepia wash and will look darker, but it won't tint the white and ruin it.
As for it on vehicles, brown chipping and wear on white can look great relatively easily:
(Spoiler'd cos it's a pretty big image)

The problem with the 'vote with your dollar' response is that it doesn't take into account why we're not buying the product. I want to enjoy 40k enough to buy back in. It was my introduction to traditional games, and there was a time when I enjoyed it very much. I want to buy 40k, but Gamesworkshop is doing their very best to push me away, and simply not buying their product won't tell them that. |

If I’m painting grime and dirty colours I find layers is the key. Lots of washes and recess washes and highlights and weathering on top of one another. I think it adds to the authenticity and looks more like built up grime rather than a mucky white. I bet very little pure white was used on that model, all very light greys and blues.

Oil washes are probably the key. You can thin oil paints a lot more than acrylic washes, and you can manipulate them for hours if you don't like the effect initially. That lets you get the subtle blending and tinting you need to make white look dirty without turning it into brown.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices. |

I did something similar for my Sisters... white undercoat, then a Seraphim Sepia wash, then Pallid Wych Flesh heavily drybrushed on, with a highlight of White Scar. Mine are warmer and browner than your example, and not nearly as nice looking. You could also consider Micron pens available in different gauges and colors for super crisp lines.
