If a model, say a voidraven bomber, is reduced to 3 wounds after a successful doombolt, its move characteristic is halved giving it a max move characteristic of (25/2) = 12.5". Now it's minimum move distance is 20" so does it crash and burn? Or is it's minimum move distance treated as 10" because it is also halved, therefore it an move 12.5" and be fine.

I dont know if this is anything to go off of but I know that the Kabal of the Flayed Skull bonus gives an extra 3 inch movement and it specifically states it only affects the maximum move characteristic

If the flyer lacks the hover jet ability, then yes, it would crash if its movement characteristic falls below its minimum move.

EDIT : I am wrong. If the the movement characteristic is 20-25" on its last bracket, it would be 10-12,5" halved. Thus, it wouldnt crash.

This is the correct answer. If a movement characteristic is halved, ALL of it gets halved. If the rule said "Halve your minimum move", then you'd crash, but it doesn't, so you don't.
