Now, this is the question. You go next and destroy an enemy unit on your first turn... the Yncarne can now teleport across the table as you placed him near your unit that was destroyed by your opponent turn 1. Why? He doesn’t count as being in reinforcements as it just says to pick it up off the battlefield and place him there. The initial time he is set up in waiting, which specifies he is in reinforcements and thus can only go into your deployment zone, follows the normal rules.
I’m curious if I’m missing any
faq that answers this or what the community consensus is.

Because any model that is "set up" mid-phase is arriving as reinforcements, as stated in the
RaW. The case of starting on the table and being set up somewhere else is still reinforcements, as confirmed by the Rulebook
FAQ.
Q: If a unit uses a rule that removes them from the battlefield and then sets them up again, such as the Teleport Homer ability or the Gate of Infinity psychic power, does that unit count as having moved for the purposes of moving and firing Heavy weapons?
A: Yes. Treat such units as if they are arriving on the battlefield as reinforcements.
There is no such thing as "being in reinforcements" in 8th edition.
