I did search honest! Do raven guard units using strike from the shadows count as to half the units that deploy in reserve and do they also count towards the half power in reserve as per beta rules.

Your question is answered in the beta Tactical Reserves rule itself:

"This does not apply to... units that are set up after the first battle round has begun, but before the first turn begins (such as those set up via the Forward Operatives or Strike From the Shadows Stratagems)."

That isn't the part of the rule he is asking about. Any unit not deployed on the battlefield counts towards the half you can have deployed elsewhere pre-game. That includes units deployed with the Strike from the Shadows stratagem.

The rule you're reffering to is the "Not outside your deployment zone turn 1" rule.

Okie so I have:
124 power rating.
15 units.

I can deepstrike (inceptors, drop pods etc) including strike from the shadows deployments a total of 7 units.

of those 7 units above they must come to no more than 62 power.

That about right?

Correct, because 7 is less than or equal to 7.5 (half of 15) and 62 is less than or equal to 62 (half of 124).
