When you use the Flakk Missile and/or Hellfire Bolts Stratagems, are the Mortal Wounds caused on successful hits in addition to the potential damage of the missile launcher/heavy bolter or in stead of the normal missile/heavvy bolter hits?

The heavy bolter strat says it is only one shot that causes d3 mortal wounds so that is all it does. I remember there was a lot of debate over the flakk missile one. RAW it did not replace the shot, but I am not sure if it was ever resolved via FAQ or the like.
