The only requirement of a successful charge, is that one model gets to within <1" of a declared target, right?

So let's say I have 6 wraiths that declare a charge against a single guardsman unit 5" away, and I roll 10 on the dice, I could move one wraith within that 1" while the 5 other while maintaining coherency just rush ahead gaining 5" inch movement (and then hopefully +3 " consolidate) towards the AM gun line? Hoping that the one wraith that gets to fight clears that guardsman.

Correct. Unlike previous editions there is no requirement to even get closer to any of your charges. The only requirements are, like you said, to get one model within 1" and remain in coherency.

Better question do you have to be without 1" to units that you havent charge during the charge move itself?

Yes, your charge move cannot take you within 1" of any enemy models you haven't charged. So you generally can't charge through an enemy unit without declaring against them, as if they're in coherency you won't be able to fit through the gap without getting within 1". You will have to take into account the extra distance if you are charging around such a unit too.
