I came up with a pretty cheesy tournament list for the guard, do you think it would be viable?

Humm - I wouldn't call this list cheese. Just dump the Valks, chimera, and scions and go for a full artillery line. Manticores plus LR commanders.

I dont think this list is legal with the rule of 3 since you have 4 heavy weapon squads.

Not cheesy at all. More like squishy. And your list is illegal. If you don't go first you will lose quickly and probably lose the game in turn 1. If you go first, the game may go turn 2, but you will still lose. Lol

Also, not really effective mixing special weapons in your Scion units.

I’m sorry to say but this list is extremely weak and contains almost entirely suboptimal choices
