Does this mean if a friendly unit is within an inch of the targeted character it cannot make a shooting attack?

That doesn't mean it cannot make a shooting attack. Normal shooting restrictions apply (if you're within 1" of an enemy unit, you can still fire a pistol...overcharge that guy's plasma pistol and shoot something close, and maybe take out the model if he rolls an unmodified 1 to hit)

Correction: ..."overcharge that guy's plasma pistol and shoot the closest enemy..."

Well, if he's more than 1" away but still in pistol range it's worth firing the overcharged plasma pistol, and if there isn't an enemy 1" away there's not the restriction on the closest enemy.

I think you're missing the point, i.e. in this situation you'll be taking control of an enemy unit to shoot one of your own because thats the only viable target for the enemy unit now under your control to shoot.

The power specifically allows you to target an enemy unit.
