If I have a unit of 30 plaguebears and a character with the HNR slays some models and I roll and get the chance to add 1 or more plaguebearers to that unit of 30 it will take it over it's starting strength and also over the max unit size allowed. I know you can go over starting strength but can you go over the maximum unit size permitted?
