Can you attempt to cast a power, have it fail, and have another character with the same power then attempt to cast it? I know the FAQ says you can only cast the power once per turn. Just wondering how that applies to failed attempts.

No, if it fails, no-one else can attempt it that turn (in Matched Play).
BRB Errata Somewhere I mean seriously it's such a pain to keep track of it all I think it's in one of the BIG FAQS or something wrote:With the exception of Smite, each psychic power can be attempted only once per turn, rather than once per psyker per turn.

As you can see, an "attempt" is when you take the psychic test, not when you pass the test. If you're not playing Matched Play however, go nuts.

Also remember that although you can attempt Smite multiple times, each Psyker can only do it once. So it's important to plan out your casts if you're taking a lot of Psykers.

On a related note Eldar warlock powers have two powers in one like quicken and restrain. I was told that two different warlocks could cast each version of the power without breaking the rules which sounds wonky to me but at this point nothing eldar surprises me.

Is this true?

It tells you they count as separate powers on the very same page they’re printed on in the Codex...

If you're ever unsure about something an opponent says, ask them to show you the rule in their codex. The Eldar Codex clearly explains that they are separate powers.

Which is totally bonkers as eldar has twice the number of psychic powers than any other race... Almost as if psychic phase was made because of [REASONS].

Why they didn't simply list 12 powers instead? Because of paper space real estate? To make it LOOK like they didn't get the eldar treatment?

It would've been MUCH more interesting if eldar had to choose between the two instead of having 12 powers.

They did list 12. Eldar have 18.
