Hi, I've never played IG but I'm interested in building a new kill team and they look awesome. I bought a scions box and a catachan command squad box. I also have a spare melta gun and a spare plasma gun from my plague marines box. Can you help me to buy a list?

Have a rooster with access to plasma and flamers. A rooster can be 20 models. Flamers vs horde and melee, plasma vs everything else. Maybe some heavy weapons.

Sounds like you need to get the rule book first. it will let you know what models you have access to and how many specials and specialists.

All the plasma you can build, plus that volley gun, on scions for the better ballistic skill. I'm not a fan of melta, but my take all comers list has 5 plasma guns and a plasma pistol in it, so I'm not lacking in high strength weapons. Flamers and grenade launchers on guardsmen, and make sure you have a few riflemen to run interference for all your special weapons.
Vox-casters are nice as well. I actually keep 2 in my kill team box, so I can increase it's durability if I need it to survive close quarters.

It depends on many a thing.
If you are new and do not know the local meta, I find the following list a good start. It is not so maxed that the piano player will stop playing when you enter the room, but is still competitive against most foes and can be built relatively cheap with two boxes of scions.
After some games you will learn what the list is missing to suit your style of play and local meta. Also keep in mind that 7 Plasma weapons look impressive, but depending on opponent, mission and whether you can use levels above 1 there might be better options.

I do have the rulebook! It just that I've played DG and I've only played vs T'au, AdMech and Tyranids. I don't really know what is good for Astra Militarium.

Can I play this list with 10 catachan commanders or I have to get 2 scions boxes to play this? I know my friends will be okay with this, but we aren't that competitive. But, if I play in a LGS, will they accept it?

I do not know how your LGS will handle this.
If you are set to use the models you have, just build a list.
What you wan‘t is
Plasma against armoured targets,
Hot volley against mobs with or without armour,
Flamers against hordes with low save and toughness,
Grenade Launcher and Sniper Rifle are ok. If you like the models and/or have a cunning plan they might be an alternative.
Melta Guns are better than other weapons only under a limited number of circumstances.
Fill up with ordinary Scions or Guardsman as your models allow.
You want at least one Voxcaster and him being Comms.
You want to have a cheap Seargant as Leader to be hidden away.
You want to give the hard hitting weapons that have to roll to hit to the Scions.
You might want a Tempestor in addition to the hidden leader as a Close Combat model.
You want one of the Plasmas bearers to be a Sniper Specialist instead of the guy with a Sniper Rifle. Which feels wrong, but...
You might want a Heavy or Demo Specialist as the fourth Specialist, except if you have a plan.
Obviously some of those things are always usefull, some are better suited to certain missions and opponents. So you might want to create different lists for different situations.
Guard can take a mass of special or heavy weapons. It‘s tempting to use all available. But you might fare better with some extra Troopers instead of Heavies only. With practice you will learn what suits you best.
Anyway regardless of the lists composition, you must be able to play it effectively. Different list favour different playing styles.
