I've found that, if you are after a campaign for 2 specific armies, it can be a lot more fun to create your own rather than using something generic, as some things will benefit certain armies more than others.
For example, if you give players an increasing amount of points that can be spent on their HQ character, then a chaos lord will probably have more to play with than a guard character.
I think an interesting take on this would be to have it chronicling a characters rise through the ranks - start with a killteam game, then have a low-level HQ, then a high one, then go into character building rules.
EG an ork boss nob, who progresses to boss nob in a unit of nobs, who progresses to warboss.
I'm not sure how well the steps translate in other armies though (is there an interim between chaos champion and chaos lord? or would it go champion, lord, prince?)
An alternative is to have relics for the characters, which are unlocked as you go - like in the dawn of war: Dark crusade game.
I personally enjoyed throwing campaigns together in 7th, but I don't know enough about 8th to make something balanced right now!
