Thorians are considered Puritan, Horusians are Radical

both believe in transfering emperor's spirit into a "Divine avatar", both believe in manipulating the warp to achieve this

Sebastian Thor was just a human, people believed he had the spark of divinity but he was just a very influential human who kept the tenets of the imperium together much the same as the mono dominants try to, while the horusians try to incite conflict and destabilise power structures in order to force reform and hopefully make them stronger, so one wishes to use the structure to achieve its goals, the other wishes to destroy the structure to achieve its goals, that is why horusians are radicals.

Its all in the degrees of extremism. There is a difference between Chaos and the Warp. Thorians believe in using the Warp to resurrect the Emperor. Horusians believe in using Chaos in creating humanities version of Horus to lead and unite humanity. It is fairly safe to assume once you start using Chaos and daemons you "might" be radical.

Thorians believe that the Emperor's spirit has the potential to reside in members of humanity, and that he might guide them from there - they hold Sebastian Thor as an example of this. They're puritans, sure, but not so far away from the brink of radicalism.

Horusians, on the other hand, take that belief to the end conclusion. Why must we wait for the spirit of the Emperor? Look at how much power the Chaos Gods sunk into Horus - now imagine that power being wielded for the the good of the Imperium. Horusians are the meting of Thorians and Xanthites, who seek to use Chaos against itself.
