I'm wanting to paint my sector santoris terrain a certain colour to make it look like sandstone. Zandri Dust base, Terminatus Stone dry brush and Seraphim Sepia wash.

I'm wanting it to match the stuff at the GW shop, so I asked how the manager did his, he said I should base it, wash it, then dry brush. I'm wondering if anyone would know what the effect would look like if I give it a wash last?

If you give it a Seraphim Sepia wash last, the Terminatus Stone will darken and turn a more yellow/brown color. If you're going for sandstone, I'd recommend the base-shade-drybrush that the manager suggested.

However, I'd keep the base-highlight-shade in my back pocket as it could be more useful for other things. For example, I typically use this order of painting for things like clothing to have a more natural blend of colors.

Another thing to bear in mind. Drybrushing leaves the mini looking dusty... something you might desire for a sandstone appearance. Washing or glazing after drybrushing removes or minimizes that dusty appearance.

I'd do tests both ways and see which one looks better to you.
