For purposes of fluff, would a hellcannon be able to be used by other chaos factions? Or are only dwarves able to properly use it?

I’d say only Chaos Dwarves could properly use it, being that they invented the thing and know its secrets.

I’m sure other people know the concept of how it functions, but getting it to work for them is a different story.

Imagine walking up to an advanced weapon system from a foreign country and trying to get it to work. You might know the concept of what it is supposed to do, but controls and such would be in a different language/layout and probably a different unit of measurement. Now couple all of that with an advanced weapon system that most likely wants to kill you as much as the enemy. Its going to be a bad time. Hell, even the Chaos Dwarves have to chain it down, and they know how it works.
