There is a local used toy store close to me and they have this old GI Joe tank. It looks like something I could convert, but I don't know much about 40k. Is there something orkish that I could turn this into that would be useable in a game?

Without knowing what model you're talking about, even the smallest GI Joe tank will be rather huge when compared to 40K models. You'd have to consider a very large vehicle if you wanted to kit-bash something.

Its about this size. I was thinking like a battle wagon or maybe use it as a base and build it up into a gorkanaut?

Hmm, as a G.I.Joe collector I think some of them could actually be very useful with a little conversion work!
