Yep, this is an oldie but a goodie. I mean, it's been around since the 80's/90's. It's definitely still one of the best options. I've seen people pluck them a bit too, to thicken them where possible.

They're even more convincing at 15mm scale (because they become thicker). Nice to see classic ideas being put forward for the younger hobbyist who may have missed the 80's-90's when this was about all you had for terrain.

If you can find thicker scourers, that works well for 28mm - http://www.thecommguild.com/roller/thecommguild/entry/terrain-tutorial-hedges

Alternatively, you can glue a couple of thinner scourers together to make a thicker hedge.
