I was looking into making an army for this small faction and was wondering what is the best strategy for these guys?

I've never actually played against them or seen them played, so I know feth all thats relevant to the question you are asking, sorry. They were one of those factions that were in that weird holding pattern when the ranges were split up into a bajillion different keyword factions, waiting for either the axe to drop on the range or to have the range built up like DoK.

But...

In 2 weeks I'm sure there will be a multitude of builds for the faction with the new battletome, under the umbrella of the Free Cities. Or at the very least, have new options to take as far as command traits/abilities/allegiances and magic item optios.
