does it work on your first turn? or will it only apply potentially to 2nd turn and on, its worded as if your cadian models didnt move in the preceding phase they get to reroll hit rolls of 1

Yes, it is based on if you moved in your movement phase directly preceding your shooting phase. On your first turn, you have a movement phase so it 100% applies (it’s based on the current game turn, not the previous one)
