I figured before I started painting my Ultramarines army, I'd verify that what I have is acceptable for a semi-casual army to pull from for 2k and 3k games (or everything for a 4k game). My area only has around 3 other players, and only one would bring Knights or Phosphex and the like, so I'm not too worried about being infantry focused.

I initially thought of getting a Lightning, but then I found a (probably recast) Sicaran on EBay for a good price, and the Sabre tank came out, and I've been told that those combined with the other Heavy Support choices I have should be enough for anti-LoW or anti-Knight.

The only stuff I have left to get are the Sabre Tanks (always sold out for some reason), five Assault Marines with Jetpacks, and maybe the Contemptor, as I wouldn't mind getting the Ultramarines Contemptor and gift the one from Betrayal at Calth to my 40k Marine army. In fact, anything besides the Command Squad I'll likely just gift over if it's not good enough for 30k.

Anything else you would suggest I get, drop, or swap? Keep in mind: I'd prefer better/less hassle kits over better units.

Personally I would definitly buy the Praetor a Iron Halo, if you haven't already. Without that he will be dead the second he sees combat. On the same note I would give at least one member of the command squad a axe or a powerfist, and ditch the plasma pistol (as you will most likely only fire it once before beeing in combat). That would give you a bit more ap 2 in the squad should they run into a unit with 2+ armour saves.
I'm a bit on the fence about their Rhino. Without it, they have an even bigger target on themself, but at the same time it forces you to stand around for a turn taking fire after disembarking. If you had the points I would think about a Land Raider, but that would warp your current list quite a bit.

In general you have a lot of plasma pistols, that might be better invested in other wargear. One thing I would consider for your footslogging squads would be artificer armour on the seargents, to try and tank a few ap 3 shots fired at them and maybe a power axe in the assault squad to give them a bit more strenght.

The heavy support squad doesn't get a lot of benefit out of their Rhino either. If they start in it, they'll loose a turn of shooting when they disembark, so it might be better to just start them in cover.

Independent from how strong the list is, that many Marines will look glorious on the table!
