Hey guys, I've recently gotten into competitive 40K, and I'm working on my first competitive list. I want to build a point Primaris Space Marine force, and although it will be a homebrew chapter, I'm probably going to use the Blood Angels rules. I want this army to be a fast moving, army that runs around the board wreaking havoc and conducting very hard-hitting hit and run attacks. (I ran my friend's Ultramarines gunline once and it drove me mad. I can't stand rolling five thousand dice each turn. ) Please give this noob some suggestions for a competitive list. Also, other than Blood Angels what other chapter rules would be suitable for such an army?

To start with take a look at the tactics section of the forum. From there I'd suggest looking at some battle reports featuring your chosen army. At that stage you should have enough knowledge to start asking more specific questions.

Primaris in general are not really mobile, especially the assault elements. They don't have assault units with jetpacks or bikes. The transports are really fast, but they don't allow you to assault out of them.

I fear that even before talking about competitive or not, your aim is stopped at step 1. There simply aren't the models or rules to create what you want on the table.

The closest thing that you can get is a reiver heavy army from the Blood Angels chapter, but they are not troops, so you are limited to 3 squads (and they are not really good at the moment).

Pretty much this and unless Primaris bikes happen soon(ish) that won't change

Maybe look at Adeptus Custodes jetbikes, fits the idea but I dont' see them in the top army lists much so might not be that competitive

We know that Primaris are going to get bikes and a Landspeeder-alike soonish, so perhaps start off with working on infantry in Impulsors, and Inceptors.

Blood Angels are a great fast moving, hard hitting close combat force..... just not the primaris units.

To fit that play style with blood angels look into Sanguinary Guard as they fulfil that roles completely and are awesome, Deathcompany also do that job well. Back those units up with some super buff characters which BA have in spades (Mephiston, Astorath, Lemartes, Sanguinor, Smash Captain, Sanguinary Priest) and either intercessors, Incursors or scouts with knives and you will have a solid force.

Two words for you: Khorne Daemons

You can deepstrike blobs of bloodletters anywhere on the board and get a sexy three dice charge (with potential rerolls) to get stuck in. Those daemon boys can bring a lot of hurt!

If you have your heart set on marines though, Khorne Berserkers out of Chaos Space Marines are quite choppy, although their models are a bit outdated.

your not going to like 8th then. 8th ed is all about rolling buckets of dice. For BA, like for all marines, jump pack captins and chapter masters armed with thunder hammers are the fast and hard hiting things. BA can stack a lot of buff on a single model, with relics, pre game stratagems and then in game stratagems, to create a little wrecking ball of destruction. But those aren't primaris, those are marines. Right now the only melee fast moving primaris character is one named characters from the RG.

If you have to kill, then kill in the best manner. If you slaughter, then slaughter in the best manner. Let one of you sharpen his knife so his animal feels no pain.

Space Wolves have fast moving Wulfen and Thunderwoofs. They also get storm shields so they don't instantly die like BA or Khorne demons.
