Codex: Space Marines is your first stop. This the the only book that’s really “required"
You don’t need but will probably want the Imperial Fists supplement.
Rulebook, CA:19 are other things to have. As this is not your first army, I’ll assume you have them. Some of the psychic awakening books have options you could use. I forget which one has the Master of <blank> that lets you field upgraded versions of a lot of characters. Nice to have more options, but not required.
Models:
What kind of list do you want to run? What sort of restrictions? The fact that the Dark Imperium box is a good deal won’t help if you don’t like primaris. Same with the SC: Vanguard box if you dislike the aesthetic of phobos armor.
Even if a box is a good deal, if you are not going to use chunks of it, you might just be better off getting stuff individually.
You are going to want 2 HQs and 3 troops to form the core of your lists. Captains and Lts. are good for their buff auras. Intercessors are solid, and play to the IF strengths.
If I was making a recommendation in a vacuum, (which I am) I’d suggest starting with the DI box and the SC: vanguard box (Split a shadowspear box if you can find one for the extra HQs) This gives you a solid core of units that make up a decent TAC list. From there, add what you like. Probably more AV.
But for your army, figure out what you want and what draws you to marines. Playing a list someone recommends that doesn’t light your hobby fire is not going to be fun. Find what you like, and build around it. Nothing in the marine book is so abysmally bad you just loose for taking it. (although some try)
