Just some random thoughts...
I'll run optimal lieutenants at some point in the near future. You have speed and resiliance, though -- you might as well take a bike instead, it has advantages.
There's no good reason to take a Power Weapon on an I4 model when you can take a Power Fist for only five points more.
You're probably going to want Personal Icons on your lieutenants for summoning.
5 Havocs is too few. Lascannons are terrible in a Havoc squad -- they are vastly overpriced and you can get them quite cheaply in CSM squads. Having multiple weapon types is worse; you can only shoot at one target.
3 bikers is too few. The primary vulnerability of bikers is small arms fire, which the turbo boost does nothing to help against. With three, you're going to lose a special weapon for each wound the squad takes, let alone the problems you'll have getting the champ into assault. Again, you've got an I4 Power Weapon. That should either be a fist (and will need more bikers to back it up), or a Lightning Claw, preferably paired with Furious Charge. Get Skilled Riders as well. Aslo, plasma guns are a bad choice on bikes -- overheats kill a very expensive model.
Rhinos aren't all that good anymore, and you don't have something scary enough inside it to warrant the risk getting it somewhere. A single Rhino is a huge target, and being the only target of its magnitude in the army is most likely not going to be able to get anywhere useful. Where allowed, Chaos gets troops into combat best via Infiltrate -- less risk, better positioning, and it's cheaper than a Rhino.
Personally, I don't like Daemonette squads of that size -- Daemonettes must get engaged in combat on the charge, or they die very, very quickly. From my experience, the only good reason to have Daemonette squads larger than 6ish is because you've run out of troop slots. My thoughts on Bloodletters are similar, but not as urgent -- they have enough staying power that they can survive in smaller groups, but aren't as useless if a chunk of the squad doesn't get into combat immediately; with smaller squads they can occupy more targets simultaneously and have a better shot at getting at least one squad in to play where a squad of daemons needs to be.
